Pŏr Caw̌ä Kēä (/pɔ̌ː/ /kɒ̌æ/ [blind] [percent]) is a subtropical Small Town located in the Seóvmbaw̄ä Provence of the Kingdom of Hobben.

The name Pŏr Caw̌ä Kēä is derived from the Goblin language, as Pŏr Caw̌ä Kēä was founded by Trthênme Brënka Trega, who was culturaly Goblin.

Climate

Overview

Pŏr Caw̌ä Kēä was founded in time immemorial, reportedly some time durring the early 8th century, by Trthênme Brënka Trega. The establishment of Pŏr Caw̌ä Kēä was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Pŏr Caw̌ä Kēä's construction back out of the project. Trthênme Brënka Trega pushed on reguardles, and Pŏr Caw̌ä Kēä was finished, but starts off as a terible place to live.

Pŏr Caw̌ä Kēä was built using the conventions of Goblin durring the early 8th century. Naturaly, all settlmentss have their own look to them, and Pŏr Caw̌ä Kēä is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Pŏr Caw̌ä Kēä is buildings are arranged arrounded highly ordered system of restrictive flagstone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. Pŏr Caw̌ä Kēä's timber-based walls has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.

A look around Pŏr Caw̌ä Kēä is like a look into a broken heart which long ago fell to corruption. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need… unless of course, they would be an easy target for some robbery. The town has truly fallen to evil.

Pŏr Caw̌ä Kēä has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Pŏr Caw̌ä Kēä has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Life is hard in Pŏr Caw̌ä Kēä. Its people are impoverished compared to their peers elsewhere. Something is making the locals stay, however, whether fear of the alternative, hope for a better future, or a stubborn attachment to their ancestral lands. Whatver the reason, living in this harsh area for generations has made the people of Pŏr Caw̌ä Kēä a notably resourceful and hearty people.

Pŏr Caw̌ä Kēä's mayor's house was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

In Pŏr Caw̌ä Kēä rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

The Leshy, Lichen near Pŏr Caw̌ä Kēä are known to be quite timid.

Pŏr Caw̌ä Kēä's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves performance art to channel Abjuration energies of tier 2 via mimery.
